This report contains extensive research carried out in 15 countries, representing 60% of global trade. Our findings explore the intricacies of national legal and regulatory frameworks, the barriers they pose to achieving 100% electronic bill of lading (eBL) adoption by 2030, and the way in which these can be overcome. 

This report serves as a call to action for governments and global organisations to collaborate in standardising legal requirements and embracing digital trade across the supply chain. Collaboration is a key driver of change, and this report provides the tools needed to support international efforts to transition to a more efficient, safe, and sustainable trade environment.
